Saudi Arabia, France Deepen AI Ties as Cooperation Expands Into Robotics, Research

Saudi Arabia and France are expanding artificial intelligence cooperation across research, large language models, robotics and computing infrastructure as both countries increase investment in the technology, Arab News reported.
The partnership has moved beyond broad discussions of generative AI to include researcher exchanges, proposed joint laboratories, data governance and cooperation with French technology companies.
During French President Emmanuel Macron’s state visit to Saudi Arabia in December 2024, the countries agreed to establish a Strategic Partnership Council, identifying AI, quantum technologies, communications and information technology, space and smart cities
as areas for greater cooperation.
The relationship became more concrete in July 2025, when Saudi Communications and Information Technology Minister Abdullah Al-Swaha met Mistral AI CEO Arthur Mensch in Paris to discuss open-source large language models and generative AI.
Al-Swaha also held talks with Inria CEO Bruno Sportisse on AI, quantum computing, robotics and researcher exchanges. Separate discussions with French robotics company Enchanted Tools focused on AI-powered interactive robots, while talks with French officials
addressed data governance and emerging technology regulation.
The cooperation is developing alongside major investments in digital infrastructure. Saudi Arabia’s digital economy had reached nearly $140 billion by February 2026, according to Al-Swaha, while its data center capacity grew from less than 80 megawatts to more
than 440 megawatts.
France has also increased its AI investment. At the AI Action Summit in Paris in February 2025, which drew participants from more than 100 countries, France announced $127 billion in AI-related infrastructure investment.
Saudi-French technology cooperation also extends to advanced research, investment and efforts to help Saudi startups expand into international markets.
